Eighteen alleged serial shoplifters have been charged with felony offenses after investigators linked them to dozens of thefts that cost Suffolk County retailers more than $110,000, Suffolk County District Attorney Ray Tierney announced.
According to prosecutors, the defendants are accused of collectively committing 80 larcenies from five retailers over the past six months. Authorities said all 18 defendants now face at least one felony charge as part of the Suffolk County District Attorney’s Retail Protection Partnership.
The initiative was launched in October 2023 to target repeat retail theft offenders through cooperation between prosecutors, retailers and law enforcement agencies. The partnership includes major retailers such as Target, Walmart, Home Depot, Kohl’s, CVS, Walgreens, Best Buy, Burlington, Dick’s Sporting Goods and several others.
District Attorney Tierney said investigators focus on repeat offenders who allegedly steal thousands of dollars in merchandise from Suffolk County stores. Prosecutors use legal strategies including aggregating multiple thefts into larger felony cases and pursuing burglary charges against offenders who return to stores after being served with trespass notices.
According to prosecutors, the 18 defendants charged through the Retail Protection Partnership include:
• Shawn Harvey, 27, of Hempstead — Robbery in the Second Degree (Class C violent felony)
• Shaquan Humphrey, 32, of Hempstead — Robbery in the Second Degree (Class C violent felony)

Authorities also highlighted the involvement of the U.S. Marshals Service, which recently joined the partnership to help locate and apprehend repeat offenders. Prosecutors said District Attorney Squad investigators arrested nine of the 18 defendants during a two-week enforcement effort conducted with assistance from federal marshals.
The district attorney’s office said the program has coincided with a decline in reported misdemeanor petit larcenies in Suffolk County. Officials reported 6,041 cases in 2024, 5,774 cases in 2025 and 1,950 cases so far in 2026.
Criminal charges are accusations. All defendants are presumed innocent unless and until proven guilty in court.
